Yes, the midterm exam is open book and open notes.
Only computers are not allowed.
However, the time will be limited, and books and notes will only be useful
if you know exactly where to look for something.
Probably you should first try to answer all questions for which you don't need
books, and then, if you have time, use the books.
But this is only a suggestion.
